What is with Republicans having their hair on fire about Obama and the oil reserve?

Releasing oil from the Strategic Reserves is supposed to happen only in times of national emergency. Artificially lowering gasoline prices in order to shore up his dwindling popularity hardly meets that standard. What if something were to happen now which actually necessitated the release of strategic reserves?
